US Democratic Senators Ben Cardin and Tim Kaine presented a draft resolution calling on the US administration to “lead their efforts” to create a special international tribunal that could hold the Russian Federation leadership accountable for actions on Ukrainian soil. The senators believe that the powers of the ICC are limited and propose the establishment of a court by the decision of the United Nations General Assembly.
The bill states that Washington must use its voice in international institutions to support the establishment of a special tribunal.
The senators stated that they consider it necessary to hold the Russian President Vladimir Putin and the members of the Russian Security Council to account.
On March 17, the ICC issued an arrest warrant for Putin and Ombudsman Maria Lvova-Belova on charges of illegally deporting Ukrainian children.
