The Commission for the Study of Russian Influences is targeting a lie, it is not targeting a specific person – RCL head Krzysztof Szczucki said on TVP Info on Tuesday. He expressed the hope that “perhaps a shadow of rationality will awaken in the opposition” and that its representatives will join the work of this committee.

President Andrzej Duda announced on Monday that he had signed the law establishing a commission to investigate Russian influence and would submit it to the Constitutional Tribunal. The law has been criticized by opposition groups, who point out, among other things, that it is unconstitutional and contrary to the principles of a democratic constitutional state.

As he stressed, it is not true that there will be no judicial scrutiny of the commission’s decisions. He added that the committee will become an administrative body, which means that it will not make decisions, but administrative decisions that can be appealed to the administrative court.
Szczucki noted that the commission does not apply punishments, but “remedial, preventive measures, measures to prevent people who make important decisions in the public space from succumbing to Russian influence again in the future”. As he noted, the commission also has no authority to deprive anyone of public rights.
The Sejm on April 14 this year approved the law establishing the State Commission for the Study of Russian Influences on the Internal Security of the Republic of Poland in the Years 2007-2022. The Commission must analyze official activities, create, duplicate, share information with third parties; influencing the content of board decisions; making harmful decisions; making advance directives on behalf of a government agency or company; entering into contracts or disposing of public or corporate funds.
The decisions that the committee can take include: revoking an administrative decision issued as a result of Russian influence, issuing a ban on performing functions related to the disposal of public funds for up to 10 years, and the revocation and prohibition of security clearances for 10 years.
