As explained by the Minister, the abolition of tolls for passenger cars and motorcycles applies to motorways managed by the Directorate-General for State Roads and Motorways; is a section of the A2 Stryków – Konin and the A4 Wrocław – Sośnica.
Adamczyk stressed that the abolition of tolls will reduce the daily load on local parallel roads.
Draft decision adopted by the Council of Ministers
The Council of Ministers on Wednesday passed a draft law on the abolition of tolls for highways managed by GDDKiA, Infrastructure Minister Andrzej Adamczyk said at a post-government press conference.
It concerns the bill amending the toll highways and the National Road Fund and some other laws, which was published on Tuesday in the government’s list of legislative and programmatic works. The project has been prepared by the Ministry of Infrastructure.

Project goals
The aim of the project is to stop the tolling of motorways for motor vehicles with a maximum permitted weight not exceeding 3.5 tons (passenger cars and motorcycles) on sections of toll motorways managed by the General Director of State Roads and Motorways

As added, the introduction of a complete exclusion from tolling on motorways is “driven by the social need for free use of government-operated toll motorways”.
The list explains that the draft amendment assumes the deletion of provisions providing for the obligation to pay tolls for passenger cars and motorcycles on sections of toll motorways managed by GDDKiA, ie the collection of tolls on motorways by the head of the national tax authority.
The changes made to the other amended laws are a result of the changes to the Toll Roads Act and the National Road Fund. Transitional provisions are necessary for the regulation of the toll collected or collected by KAS before the entry into force of the law and organizational elements related to the toll collection system established by KAS
