PiS President Jarosław Kaczyński and Mariusz Błaszczak, Deputy Prime Minister and Head of the Ministry of National Defense, will open the conference on Monday “A year after the Law on Defense of the Fatherland – a year of important changes”. The conference participants should analyze and summarize the changes in the field of defense and in the Polish Armed Forces made possible by this law.
The conference will focus on, among other things, development priorities of the Polish Armed Forces
The conference will begin with inaugural speeches by Jarosław Kaczyński, former Deputy Prime Minister and Chairman of the Committee on National Security and Defense, and Mariusz Błaszczak, Deputy Prime Minister, head of the Ministry of National Defense and current head of the Committee.
According to the organizers, the conference will be divided into two panels. In the first of them, “Priorities of the development of the Polish Armed Forces” will be addressed by Deputy Prime Minister Błaszczak, as well as by the Chairman of the Polish Armaments Group Sebastian Chwałek, the General Commander of the Polish Armed Forces, Lieutenant General Wiesław Kukuła and the head of the Central Military Recruiting Center, Colonel Mirosław Bryś.
“New Capabilities of the Polish Armed Forces” – this is the title of the second panel, which will be attended by: the Deputy Chief of the Ministry of National Defense Wojciech Skurkiewicz, the Commander of the 1st Infantry Legions Division Brig. Norbert Iwanowski, head of the armaments service Brig. Artur Kuptel and the Commander of the Cyberspace Forces Component, Brig. Karel Molenda.
The conference participants will analyze and summarize the groundbreaking changes in the field of defense and the Polish Armed Forces, made possible by the Law on Defense of the Fatherland. For example, they discuss topics related to increasing the funding of the Polish armed forces, streamlining the recruitment process, technical modernization and the role of the Polish defense industry in this regard, the development of Polish army units and cybersecurity. The panels will be complemented by a discussion on how the law affected the command system of the Polish Armed Forces and what other legislative challenges the Polish military faces in the future

The Law on Defense of the Fatherland not only organizes the hitherto fragmented legal system, but also provides a basis for formulating long-term plans for the development of the Polish armed forces. What is the Homeland Defense Act?
President Andrzej Duda signed the Law on Defense of the Fatherland on March 18, 2022. It entered into force on April 23, 2022. Its main goals were to increase the defense budget, increase the size of the Polish army, restore the reserve system and increase training opportunities for soldiers.
The Defense of the Fatherland Law stipulates that annual expenditures of the state budget amounting to not less than 2.2% of GDP are allocated to the financing of defense needs. GDP in 2022 and at least 3 percent. GDP in 2023 and beyond. According to the law, when planning expenditures for the technical modernization of the army, the head of the Ministry of National Defense “takes into account the Polish industrial defense potential and expenditures for research and development work in the field of state defense”.
Under the law, taking into account defense needs, the Council of Ministers must define detailed guidelines for the reconstruction and technical modernization of the armed forces every 4 years for the upcoming 15-year planning period. Based on these directions and in accordance with the principles of defense planning in the North Atlantic Treaty Organization, the Minister of National Defense will introduce by regulation a program for the development of the armed forces. Under this law, the Armed Forces Support Fund was established at Bank Gospodarstwa Krajowego in May 2022.
