“Autonomous Poland is essential for future development. During the transformation period, small and medium-sized cities experienced a lot of damage and problems that we still face today, Prime Minister Mateusz Morawiecki said at the 2nd Congress of Small and Medium-Sized Towns in Chełm.
Prime Minister Mateusz Morawiecki participated in the 2nd Congress of Small and Medium Towns in Chełm, where he gave a speech on the development of local Poland and local governments. The head of government noted that local governance and care for local communities is a fundamental task of any government. He recalled that local Poland suffered greatly from the political and economic changes in the early 1990s, especially in the context of the “Balcerowicz Plan”.
Autonomous Poland is essential for future development. During the transformation period, small and medium-sized cities experienced a lot of damage and problems that we still face today
said Mateusz Morawiecki.
Morawiecki stated that “in large part, the 1990s and early 2000s were the collapse of small and medium-sized cities.”
Later on, the administrative reform, which concentrated most administrative functions around large, very large and largest cities, largely multiplied and amplified the problems of small towns, villages and (…) and medium-sized towns.
said the head of government.
The head of the Polish government added that these are cities that used to be provincial cities, for example.
Later on, for a large part, like Chełm, where we are located, a beautiful city in the eastern part of Poland, started to lose their socio-economic functions, because many of all these tasks still had to be done, but the funds went elsewhere
– added.
Understanding the needs of the regions
Prime Minister Morawiecki argued that the government was well aware of the problems facing Polish cities and towns, which had been discussed many times in government meetings and in talks with local leaders. He also noted that the cabinet under his leadership has allocated billions of zlotys to improve the condition of sewage systems, which is an unprecedented record in the history of free Poland.
We talked about the investment needs and the pains of your cities and towns. We have allocated several billion zlotys to improve the condition of water supply and sewerage and to build new sewerage. Never have there been more funds for local government investment than under our rule
said the prime minister.
Morawiecki explained to those present at the Congress of Small and Medium-sized Cities that voivodeships and the largest agglomerations in Poland benefit most from the CIT tax, as they absorb large companies and entrepreneurship.
The beneficiaries of the CIT tax are largely voivodeships and the largest cities, notably Warsaw, Krakow, Wrocław, Poznań, Łódź and the Tri-City. Since large entities paying CIT are most often located here, despite the reduction from 19 to 9%, revenues have almost tripled between 2015 and 2023, from 33 to about PLN 90 billion
emphasized the head of government.
