On Friday, the Sejm passed the law establishing the State Commission for the study of Russian influence on the internal security of the Republic of Poland in the years 2007-2022. The bill now goes to the Senate.
The initiative to establish the State Commission for the Study of Russian Influences on the Internal Security of the Republic of Poland in 2007-2022 was initiated last December. PiS Delegates. The body will operate on principles similar to those of the Verification Commission for the Warsaw Reprivatization.
During Friday’s vote in the Sejm, 233 deputies spoke in favor of the nomination (225 PiS representatives, three from Kukiz’15 and three people from the Polish business circle and two non-affiliated deputies), 208 opposed (123 from the KO, 42 from the left, 24 from the KP – PSL, 5 from Poland 2050, 4 from the agreement, 3 from the democratic left, 3 from the PVV circle and 4 non-affiliated deputies), 9 abstained (near the Confederation), and 10 delegates did not vote.
The commission will consist of 9 members appointed and dismissed by the Sejm and will be headed by a chairman elected from among the members of the commission. Clubs of deputies would submit candidates to the committee within two weeks of the entry into force of the regulations.
What exactly does the committee do?
The Commission will pursue proceedings to clarify the cases of “officials or members of senior management who acted under Russian influence to the detriment of the interests of the Republic of Poland in the years 2007-2022”.
The Commission must analyze official activities, create, duplicate, share information with third parties; influencing the content of board decisions; making harmful decisions; making advance directives on behalf of a government agency or company; entering into contracts or disposing of public or corporate funds. The decisions that the committee could take include: revoking an administrative decision issued as a result of Russian influence, issuing a ban on performing functions related to the disposal of public funds for maximum 10 years, and revocation and prohibition of security clearances for 10 years.
As PiS MP Kazimierz Smoliński told PAP, “It has been said for years that it is necessary to examine Russian influence on Poland.”
No doubt there was Russian influence in various spheres, and there is no doubt about it today, and probably still is, because these different types of influence groups still function all over Europe.
