Liquidation of the Teacher card does not mean a void. It will be replaced by modern legislation that is consistent with the rule of law and enhances professional status, Education and Science Minister Przemysław Czarnek wrote on Twitter on Friday.
The abolition of the Teachers’ Charter Act was announced on Thursday evening by the Minister of Education and Science in the Sejm in his speech during the debate on the vote of no confidence in him as head of the Ministry of Education and Science.

The abolition of the Martial Law Teacher’s Charter does not mean a void. It will be replaced by a modern legislative act consistent with the rule of law, enhancing professional status and positively impacting higher and fair pay.
The ZNP also posted a statement on its website on Friday, explaining why it opposes the abolition of the Teachers’ Statute Act.
It indicates that the Teachers’ Charter is a kind of professional statute that defines the rights and duties of teachers, protects education from full commercialization, i.e. from commercialization of the principles of employing and rewarding teachers, and equalizes educational opportunities: everywhere – regardless the location and wealth of the local government – teachers must meet the same requirements.
The Charter not only does not harm anyone, but on the contrary – it guarantees a high quality of education, because the law provides the school and its employees with a certain stability that allows them to perform their duties, regardless of the economic and political situation

The history of teachers in Poland is intertwined with the Teacher’s Charter, a law regulating professional pragmatics. The great-grandmother of today’s law is the 1926 Law on Professional Relations of Teachers, and the currently functioning Charter is one of the most amended laws in Poland

Regulation of working conditions
ZNP sums up: The Charter is a law that regulates issues related to working conditions, remuneration and defines the qualifications of teachers; The Charter constitutes the only collective bargaining agreement in Poland today; This law defines in detail the employment conditions of teachers, their duties and rights, and specifies the degrees of professional promotion and the amount of the teacher’s allowance; The Charter equalizes educational opportunity (everywhere – regardless of location and wealth of local government – teachers must meet the same requirements); Thanks to the card, everyone gets a raise, is assured of a basic salary, a fixed working time and can pursue professional promotion; The Charter is a kind of professional statute that defines the rights and duties of teachers; The Teachers’ Charter offers teachers guidance; The Charter protects education from full commercialization, ie from commercialization of the principles of employing and rewarding teachers; Previous provisions did not protect teachers from abuse by school principals; The Teacher’s Charter introduced pro-educational solutions.
The teacher card clearly stated the working time, including the lesson load. It gave the right to allowances (traineeship, for work in the countryside), the right to the health and social fund and awards. She caused a revolution in schools when it comes to teaching methods and learning conditions for children. The Charter imposed on the state, among other things, the obligation to provide rural schools with qualified teachers. It guaranteed every teacher the right to “the liberty to use the methods of teaching and education which he considers most appropriate among those recognized by the modern pedagogical sciences”. It defined the method of improving and retraining teachers. It imposed on school boards and supervisory bodies the need to provide teachers and students with appropriate working and learning conditions

Today’s Charter, compared to the Charter adopted in 1982, is light years apart – in 30 years the document has been amended more than 60 times. However, the main provisions and, importantly, the spirit of this law have remained unchanged: the belief in the need to provide children with a free high-quality education by professionally stable teachers
