On Tuesday, the Lithuanian Seimas passed a law that significantly limits the ability to purchase real estate by citizens of the Russian Federation, the Delfi portal reported.
Who is the purchase for?
Only Russian citizens with permanent residence or inherited property can purchase real estate.
The restrictions put in place are temporary for now and will apply for one year – from May 3, 2023 to May 2, 2024. However, the government has the right to extend these time limits if necessary

Residence and nationality restrictions
In addition, the Lithuanian Seimas introduced various restrictions on the residence of Russian and Belarusian citizens in Lithuania. When granting residence status, citizens of these two countries cannot use electronic identification and electronic signature. Exceptions only apply to those who have a permanent residence permit in Lithuania.
The adopted law lifted the ban on granting Lithuanian citizenship to citizens of Russia and Belarus. Viktorija Czmilyte-Nielsen, the chairman of the Lithuanian Seimas, was in favor of such a solution.
I am glad that the amendment tabled by me and my colleagues has been approved (…) We have received many letters from people, many concerns, including descendants of exiles who feel insecure. So I think it’s very well done. (…) Therefore, there are no unnecessary restrictions for those citizens of Russia and Belarus who have been in Lithuania for a long time and have been verified in every possible way
– emphasized the Speaker of the Lithuanian Parliament.
