There will be a lawsuit against MPs KO Szczerba and Joński regarding the National Center for Research and Development and the “Bielana Agreement”; they are notorious liars who have offended many people. Internal audits at the NCBiR began before they discovered the irregularities, PiS MEP and Republican leader Adam Bielan said.
In an interview with Radio Plus on Monday, Bielan was asked about the National Center for Research and Development’s “Fast Track” competition and the statements of KO politicians Dariusz Joński and Michał Szczerba, who said last week that the “Bielana system” was founded in the NCBiR – in the authorities of the institution, supervised as deputy minister of funds and regional policy by the deputy chief of the Republicans, Jacek Żalek, there were – according to KO politicians – people closely associated with the Republicans , Żalek and Bielan.
Szczerba and Joński are notorious liars, of course there will be legal consequences. (…) You cannot lie in public, Szczerba and Joński have done it many times – of course we will meet in court
he said. When asked if it was about the words about the “Bielana system”, the Republican politician said it was “not just about these words”.
More specific lies were told there; Szczerba and Joński said at the last conference that there was no audit in January, and a few hours later the National Center for Research and Development proved it with the dates when the first audits took place – many weeks before Szczerba and Joński found out about the whole thing

Bielan added that the lawsuit will be brought “not only by him, but by many people whom they (KO MPs) have offended by lying about them”.

As he emphasized, he was not responsible for overseeing the National Center for Research and Development. He added that as soon as information appeared at the beginning of the year about irregularities in the allocation of resources by the Center for two companies, an inspection was launched on January 9 and January 12 within the National Research and Development Center. , when irregularities were discovered, the first employees involved in the case were fired.
Bielan was also asked if Żalek, who had already resigned from the position of Secretary of State at the MFiPR, should also lose his position as Vice President of the Republicans. Bielan stated that any such possible decision rests with the party’s national council.
He made the decision himself that he would not be the minister supervising an institution about which certain doubts arose, and hence his resignation. He explained the reasons for this dismissal in a statement

When asked if Żalek would run in the parliamentary elections in the fall, he replied that the lists would be compiled in August, by which time “we will know a lot more about what happened at the National Center for Research and Development” .
At a press conference last Wednesday, MP Joński said Bielan said it was he who acted and thanks to that corrective procedures were implemented in the NCBiR, but according to Joński, before the first speech of KO MPs at the NCBiR, there was no checking there. According to Joński, the start of all activities at the National Center for Research and Development took place on February 3.

Joński also ruled that the “Bielana system” was created in “NCBiR”. Szczerba said that when the Republican Party gained oversight of the NCBiR in August 2022 as part of political arrangements, “he was installed there as director Paweł Kuch”, who was “associated with a (law) firm that knows Bielan very well, because there worked for his wife for many years.

He added that one of these advisers was Ignacy Bobruk, who also worked at the Warsaw Stock Exchange and – as Szczerba said – “he arranged the Fast Track project”, the Warsaw Stock Exchange received PLN 8 million.
According to KO deputies, advisers to the director of the National Center for Research and Development “surrounded the National Center for Research and Development with a network of companies,” and one of these companies, NCBR Akces, was moved to Radom, where Adam Bielan is an MEP.
Reports on the controversy surrounding the NCBiR competition
At the beginning of February, reports appeared about the controversy surrounding the National Center for Research and Development’s competition “Fast track – digital innovations”. On February 2, Radio ZET reported that a grant of PLN 55 million would be received by a company with capital of PLN 5,000. PLN established 10 days before the application deadline, by a less than 30-year-old. The company’s application received the lowest possible score to allow for co-financing. Opposition MPs inquired about the following case. A grant of PLN 123 million for the “undersea cybersecurity” project was to be received by a company from Białystok, which had reported losses for the past two years.
The Ministry of Development Funds and Regional Policy announced on February 15 that the case related to the NCBiR competition is being dealt with by the prosecutor’s office – a report on the possibility of committing a crime related to possible irregularities in the selection of a project submitted under this procedure competition for co-financing was sent on February 8 by the then Acting Director of the National Center for Research and Development, Paweł Kuch (9 Jacek Orzeł replaced him in February. On February 22, the CBA started an inspection at the National Center for Research and Development.
