“A healthy country is one in which Polish forests are managed by the Polish state. The judgment of the CJEU does not change Polish law in any way, and forest management in Poland respects the principles of nature protection and does not violate the principles,” said Deputy Minister of Development Olga Semeniuk-Patkowska in the program “Woronicza 17” on TVP info.
In addition to Semeniuk-Patkowska, the program’s guests were: PiS MEP Zbigniew Kuźmiuk, Adviser to the President of the Republic of Poland Prof. Andrzej Zybertowicz, MP of the Left Prof. Maciej Gdula, Kukiz ’15 MP Jarosław Sachajko and PSL MP Bożena Zelazowska. The main topics of discussion were: the Warsaw garbage scandal, the arrest of Włodzimierz Karpiński and the CJEU ruling in the case of the Polish State Forests.
The problem of EU powers
In the context of the dispute over the legality of the ECJ ruling on the Polish State Forests, Prof. Andrzej Zybertowicz noted that it is only part of a wider strategy of the European Union usurping powers vested in nation states.
It’s a bigger problem. Is the process of deepening integration in the European Union taking place behind an open curtain? As a result of treaty changes, or below the treaty level, different entities, based on referee activism, for example, want to change the rules of the game. In recent years in the EU, the so-called discussions about the future of the EU, what such facades were, have been top-down gatherings of different groups and environments, and on this basis attempts are made to accelerate the integration process from above
– noted President Duda’s adviser.
This is not about Polish forests, it is about control over our institutions and over those sectors of the Polish economy that are competitive. In the timber industry, we are very competitive in the European market, but here the game is about using externally funded entities to paralyze the rationality of Polish states’ actions
– added.
Andrzej Zybertowicz also raised the extremely important issue of NGOs, which can be an “extended arm” funded by several countries, which are not necessarily friends with Poland. If you consider what solutions are adopted by Western countries in this regard, Poland has quite liberal rules in this regard.
NGOs are needed, but we can no longer tolerate, for example, Russian or other money being used to paralyze the capacity of the Polish authorities. Polish Forestry Policy Coordinator Edward Siarka said that neither in Germany nor in Austria entities such as NGOs are in a position to act in such a way as to cripple the state’s assets
– emphasized Prof. Zybertowicz.
Third Sector
Deputy Development Minister Olga Semeniuk-Patkowska stressed that forest management is an exclusive competence of the nation states and that any usurpation by the European Union in this matter is unfounded.
First, a healthy country is one in which Polish forests are managed by the Polish state. Second, the CJEU judgment does not change Polish law in any way. Thirdly, forest management in Poland respects the principles of nature protection and does not violate these principles. Fourth, let’s answer a simple question: who is the executive and who is the opinion maker. Because the third sector, ie foundations and associations, is an absolutely opinion-forming body and the problem is that it can prolong the work in progress and translate to the furniture industry, many branches of the economy that live on furniture production, for example. We must clearly distinguish between the role of the state and the role of the third sector
– noted Semeniuk-Patkowska.
