The managing authorities plan to request a reimbursement of EUR 0.9 billion from the European Commission in 2023, equivalent to 1.2% of GDP. allocation for 2021-2027 – says “Dziennik Gazeta Prawna”, Minister of Funds and Regional Policy Grzegorz Puda. He added that he would like to see the topic of windmills closed quickly.
Puda was asked whether, after the president referred the amendment to the law on the Supreme Court to the Constitutional Tribunal, the government had already agreed that no money would come from the KPO during this term in office.
I am always positive, but it is difficult for me to say when the tribunal will meet. Like the president, I hope he will do it as soon as possible. I also hope that the tribunal’s verdict will enable us to mobilize funds from the KPO
– he said. Asked if he hoped this would happen before the summer, he noted that it was hard to say because he didn’t know “when the president of the Constitutional Court will appoint the whole composition”.
Asked about the possible situation that the Constitutional Court will consider only some of the provisions as unconstitutional. Puda said he “doesn’t want to speculate” and is awaiting the verdict.
We have expert opinions confirming that this law is in accordance with the Constitution. We have now started pre-financing projects included in the KPO by the Polish Development Fund
– he said, adding that PFR is ready to spend PLN 15 billion.
The case of windmills
Puda pointed out that if the three so-called milestones – two related to the judiciary and three related to wind farms are met, the Polish government will submit the first application for payment of the KPO.
When asked if, in his opinion, the issue of windmills will be resolved at the upcoming session of the Sejm in March, Puda stressed that “he would very much like the windmill issue to be closed as soon as possible and we would just wait for the court’s decision.”
