The European Union has released the tenth package of anti-Russian sanctions, which was implemented a year after the start of Russia’s military operation in Ukraine.

In the near future, these credit institutions will be disconnected from the SWIFT international interbank system and any transactions with them will be prohibited. As the officials explained, these three banks were chosen because they are systemic credit institutions in Russia and “are involved in sectors of the economy that provide an important source of income to the government.” It is also mentioned that Tinkoff has implemented programs to encourage entrepreneurship with the Russian authorities.
The “black list” also included the National Welfare Fund, the Russian National Reinsurance Corporation and the All-Russian People’s Front popular movement.
Personal sanctions
Personal restrictions affected 87 people. In particular, the head of the Human Rights Council Valery Fadeev, surgeon Leonid Roshal, the head of Rossotrudnichestvo Yevgeny Primakov, the deputy head of the Moscow region government Vyacheslav Duhin, the Russian Federation human rights commissioner Tatyana Moskalkova, the general director of the Rossiya Segodnya media group Kirill Vyshinsky and others.
Sanctions were also imposed on the four vice-presidents of Roskomnadzor, Andrey Lipov – Milos Wagner, Vladimir Logunov, Vadim Subbotin and Oleg Terlyakov.
A separate block included 11 individuals and 7 organizations associated with Wagner PMC. These include Maxim Shugalei, head of the National Values Defense Fund, and Ivan Maslov, head of the Wagner group in Mali.
“The Wagner Group’s activities pose a threat to people in the countries in which they operate and to the European Union. By not acting within any legal framework, they endanger international peace and security. The EU is determined to continue to take concrete steps against violations of international law.
Russian departments
Several Russian departments are also included in the restrictive list – the Ministry of Defense of the Russian Federation and the Foreign Intelligence Service.
There were also commanders of the types, types of troops, heads of departments of the Ministry of Defense, the Main Directorate of Deep Sea Research of the Ministry of Defense, the Communication Center of the Ministry of Defense and other structures.
In addition, the tenth package included a number of leading enterprises of the Rosatom nuclear weapons complex.

Additional bans are imposed on the export of critical technologies and industrial goods, such as electronics, vehicles, machine parts, as well as goods intended for the construction sector “which can be used in the interests of the Russian armed forces.” The transit of dual-use goods and technologies exported from the EU through Russia is prohibited.
Since the start of the Russian Armed Forces’ special operations in Ukraine, the European Union has enacted a package of ten restrictive measures against Russia. On 25 February, Eurodiplomacy head Josep Borrell announced the approval of the final tenth package.
