Poland 2050 will not be affected by the rejection of the financial report by the National Electoral Commission, as it does not have the previously acquired right to the grant, the National Electoral Board for PAP commented.
Last December, the PKW rejected Poland’s 2050 financial report for 2021. On Tuesday, the Supreme Court rejected the party’s complaint against the PKW resolution. The Polish Press Agency asked the national electoral office about the consequences of these decisions for the budget of Szymon Hołownia’s party.
The response obtained shows that Poland 2050 will have no financial consequences.
Due to the fact that Szymon Hołownia’s Polish 2050 Party is not entitled to subsidies from the state budget during the term of office of the Sejm in the years 2019-2023, (…) the consequence of the rejection by the National Electoral Commission of its report (…) this Party will not lose the right to subsidies, because the Party has no such right
explains the KBW.
At the same time, as the KBW underlines, the sanction of losing the subsidy for three consecutive years “consists in the loss of the previously acquired right to receive the subsidy under the law”.
The KBW referred to the regulation of the Political Parties Act, according to which if the PKW rejects the report or if the Supreme Court rejects the complaint against the report, the political party loses the right to use the subsidy in the next three years in which it is entitled to receive it. .
This period is calculated from the beginning of the quarter following the quarter in which the notification was rejected, and in case of an appeal against the decision to reject the notification, this period is calculated from the beginning of the quarter following the quarter in which the complaint was lodged. was rejected by the Supreme Court
– is provided for by law.
Board member and treasurer of the Polska 2050 party, Jacek Kozłowski, who was asked by PAP about the decision of the PKW that was upheld by the Supreme Court, confirmed that “there are no consequences when it comes to subsidies”.
Although the law speaks of a three-year loss of entitlement to the subsidy, it concerns a specific subsidy that is in effect at a certain point in time, i.e. at the time of issue of the decision.
– added.
He recalled that the right to the subsidy expires from the quarter following the date of the rejection of the report of the PKW, and in the case of a complaint – from the quarter following the rejection of the complaint by the High Council.
So we can’t lose the grant now if we don’t have it
he explained.
The upcoming elections – if we get the right result – will entitle us to the subsidy, but it will be a new, different subsidy, for a new term, which will not be affected by this loss of the subsidy, because extend until the next term. The loss of entitlement to the grant expires at the end of the term of office. The end of the term of office nullifies the effects of such decisions
said Kozlowski.
As he stressed, “we don’t lose the right to subsidies after the election, as long as we get the right result.”
When it comes to subsidies, this decision means nothing to us, but of course it has very serious consequences – image-related. We are victims of hate and political attacks because of the opacity of our funding, which we do not agree with
said Kozlowski.
In the middle of the campaign
He also pointed out that the party faces another problem that is affected by its image.
It is very important for us to raise money for the election campaign
– He admitted.
Kozłowski pointed out that the party has not received any grants or funds from the grant so far.
We live exclusively on the voluntary contributions of our members in the form of contributions and donations from people who support us. And these are not big financial resources
– He admitted.
In this regard, he pointed to the ratios of Poland’s revenue in 2050 to other parties.
In 2022 we had a total turnover of PLN 700,000. PLN, while PiS, for example, received PLN 23.3 million from the grant this year alone
– he gave.
Referring to the announcement that the party would turn to the European Court of Human Rights in Strasbourg in connection with Tuesday’s Supreme Court decision, Poland 2050’s treasurer admitted that the case could even take several years.
