State Duma Speaker Vyacheslav Volodin said it was “wrong and unfair” to prioritize Russians leaving the country.

The Telegram channel of the head of the State Duma says that those who continue to work in Russian companies from abroad should be “highly taxed.”

He also said that employees of Russian companies leaving the country should be “encouraged to return.” That is why the State Duma is working on a bill that will “fairly” eliminate preferences and increase the tax rate for citizens who left after the start of the special operation in Ukraine.

“Why they fled is completely understandable. Realizing that he made a mistake, he has already returned. The rest must understand: the vast majority of society does not support their actions – they believe that they have betrayed their country, relatives and friends, ”Wrote Volodin.

Opinions in the Duma

State Duma Deputy Yevgeny Fedorov, a member of the State Duma Committee on Budget and Taxes, said in a conversation with socialbites.ca that it is unlikely that the tax rate for the departed will be higher than 30%.

“If a person stays outside the Russian Federation for more than six months, there is a 30% tax rate, including on the sale of property. From what I understand, it will be difficult to raise the rate for someone dropping more than that. And you don’t need it,” says Fedorov.

But he said it is possible to “regulate” these processes. “The rate should be monitored better than it is currently being tracked. Secondly, if real estate sells property, such a person is not taxable if, for example, the apartment he sells is more than five years old. You can do something here,” said the deputy.

He added that he “strongly agrees” that leaving Russians should be deprived of choices.

“Why should we support people indirectly related to the Russian Federation at the expense of our budget? This support actually comes at the expense of other citizens. This should not happen, it should be carefully considered and monitored.

If a person works abroad, comes from the Russian Federation, has a French, German or Chinese who works in Russia with a 30 percent pay, it is difficult for him to be paid more than 30 percent. Fedorov said.

Nikolai Kolomeitsev, the first deputy chairman of the Communist Party fraction in the State Duma, did not accept the measure proposed by Volodin.

“Those who left are the result of 20 years of education (working of the system). Removed from there “Young Guard”, “How steel was tempered.” And now you blame the mirror? We believe this is a PR attempt… Create the conditions for them to want to come back. There are mostly IT people. “I don’t think this measure will bring people back or help us instill a spirit of patriotism in them,” said the Communist MP.

In search of happiness

On December 20, the Chairman of the State Duma Vyacheslav Volodin commented on the attitude of the head of the Ministry of Digital Development regarding IT professionals leaving Russia. According to Volodin, emphasis should be placed on employees who remain in the country.

“Everyone will be back! He will be back! So you will worry less. We need to train cadres who will not change their homeland at any cost. That should be the priority. And here the deputies will definitely support you!” said.

According to Volodin, it is necessary to create conditions for the realization of such specialists.

“Approaches may differ, but those who go looking for a better life outside their homeland will certainly not find it there! There will be no happy people, and an unhappy person who is not happy will never be able to realize himself 100%, so let’s consider, first of all, what conditions we can create in Russia. He’s gone. That’s all, they made their own choice, ”added the head of the State Duma.

Maksut Shadayev, head of the Ministry of Digital Development, previously stated that around 100,000 IT professionals left Russia in 2022. About 80% of them continue to work remotely for Russian companies.

The Klishas Threat

On December 5, Andrey Klishas, chairman of the Committee on State Building and Constitutional Legislation of the Federation Council, told the Vedomosti newspaper that the Russian authorities could develop measures that would “make their stay abroad less comfortable” for immigrants.

“Many have fled, but continue to work remotely at Russian companies. Can we change the law on this and limit the schemes that allow people to work there and earn money from it and we don’t understand if they pay all the taxes? We can, ”says the publication, quoting him.

Klihas also allowed for a change in legislation. He also stated that he did not believe that the Russians who had left had “committed a crime”.

“If they had committed, relevant lawsuits would have been filed. But do we need to persuade them to come back in different ways? Do you want to offer some additional benefits for this? I do not think so. Why do we have to pay extra to get people who fled the mobilization back?” – Said a member of the Federation Council.

Who did Matvienko call “rats”

On October 28, the head of the Federation Council, Valentina Matviyenko, said that immigrants from abroad who criticize Russian officials are comparable to “rats who escaped from the ship”.

“Those who have stayed abroad, if they water their homeland like this, let them stay there, if they feel good there, they should not return to us. Churchill’s statement probably applies to them: “Sometimes you have to simulate a shipwreck for rats to escape,” a spokesman for the upper house of parliament told the media.

Matviyenko and State Duma spokesman Volodin said that “society considered the actions of those who left by watering their country, their army, their Motherland as treason.” He also accused the departed of “serving before the new masters” to “thus earn a ticket to this new society”.

At the same time, Valentina Matvienko said she “could not make any assessments”.

“I think sooner or later their conscience will awaken and it will torment them. Their conscience will disturb them, ”reports RIA Novosti.

The head of the Federation Council also spoke of the nostalgia for “the motherland, home, friends, classmates, classmates” “characteristic of any Russian people”. Finally, Matviyenko frightened those who left with the “impossibility of self-realization of the majority abroad” and predicted that they would “return to their homeland with great disappointment”.

“Everyone has the right to choose”

Russian President Vladimir Putin said that he was not surprised by the behavior of the Russians who left the country after the start of special operations in Ukraine.

“It’s not surprising that someone doesn’t act like a true patriot, no. Because in any society there are always people who think, first of all, their personal interests, that is, some personal plans,” he said. Kremlin. Putin.”

“To be honest, I do not particularly condemn them – everyone has the right to choose,” said Putin, adding that “the main part of our people, 99.9 percent of our citizens,” is “ready to lay down everything.” The interests of the fatherland “.
