About LPR

The President discussed with Leonid Pasechnik mainly issues of a socio-economic nature. The governor said the region is experiencing serious problems with its coal industry, as many of its workers are involved in the conflict. There are not enough workers in enterprises as they have become unprofitable. Putin agreed that the situation in the republic was rather difficult.

“The situation in the Lugansk People’s Republic is very difficult and above all the key issue is people’s safety,” said the head of state.

Pasechnik proposed a way out of the problem with the coal enterprises – to provide their employees with at least a temporary reservation from conscription to the People’s Militia and the Armed Forces of the Russian Federation.

“In order for people to work there, it is necessary to decide not to call the miners – at least for now – to the units of the LPR People’s Militia and the Russian Armed Forces to provide armor. Forces. Thus, I believe that we will balance this situation.”

Another demand was subsidies for miners’ salaries. The president supported him.

“As for aid, of course we will do that as well. Especially for wage subsidies, some other measures necessary to sustain the survival of businesses, ”Putin said. And he added that the decision will be made quickly, but first you need to understand the amount of funds needed.

The head of state also noted that Moscow does not intend to impose decisions on the privatization of coal enterprises on the LPR. But he urged to analyze the situation with the mines, identify their owners if possible, and if not, start their work “from scratch”. Putin stressed that the main issue is to save jobs in the region.

Pasechnik also asked him to send experts to the republic to establish communication and internet.

About DPR

Like other heads of the new regions, Pushilin arrived in Moscow on Tuesday. He was awarded the Order of Merit for the Fatherland by the President, together with the heads of the Zaporozhye and Kherson regions, Yevgeny Balitsky and Volodymyr Saldo Pasechnik.

One of the first problems Pushilin reported to Putin was the water situation in the DPR – it is now given to residents every three days and for only a few hours.

“It’s the water supply issues that concern everyone now. Together with the relevant departments, ministries of the Russian Federation, we have taken many steps, namely, we have built a series of water channels from the reservoirs. But even this only partially satisfied the need for water, that is, now in large cities – Donetsk, Makeevka, Horlivka – water is supplied for two hours every three days, ”the author said.

He added that Mariupol’s heat supply problem has been resolved “as far as possible”. And further work on restoring the heat supply system to the houses is hampered by strikes of the Ukrainian troops.

In addition, Pushilin asked the head of state to strengthen the air defense of the Donetsk People’s Republic due to the increased shelling of the Armed Forces of Ukraine.

The head of the region noted that the Russian Armed Forces are doing everything possible to protect cities and villages from missile attacks, but the republic needs more modern air defense systems – just last week, 21 civilians were killed.

In response, Vladimir Putin said that the security situation in the DPR is more severe than in the LPR and therefore deserves a separate discussion.

“It is clear that the security situation in Donetsk is no less severe. [чем в ЛНР]and perhaps even more acutely, given the intense shelling of residential areas of Donetsk by the Armed Forces of Ukraine. This is a separate issue that we will definitely discuss,” he said.

He admitted that the Kyiv regime had deliberately hit the city’s settlements and civilians, but none of the foreign media and human rights activists noticed it.

“I draw your attention, no foreign media, human rights organizations, as they say, do not vote on this issue,” said Putin.

Denis Pushilin said that the authorities of the republic are in close cooperation with the federal Ministry of Health, so there are no serious problems in the health sector. In response, Putin offered to take patients in need from the DPR to federal centers, if necessary, and promised to establish this process.

But the establishment of the work of the MFC in the DPR needs to be accelerated. In addition, the governor asked Putin to increase wage rates in the front areas of the republic.
