The High Level Meeting (RAN) between Spain and Morocco should be held annually and we should congratulate ourselves for the meeting that took place this week in Rabat, where we have not met for whistles or flutes for eight years. This is an important appointment because Morocco is an important country for us for many reasons: we are our neighbor to the south, our first trading partner and third investor, a country with five Cervantes institutes and ten secondary schools. part of the ruling class, and finally, a country where we have major security interests (irregular immigration, drugs, terrorism). It is also a country where we have serious disagreements about Ceuta and Melilla and the rocks of Alhucemas and Vélez de la Gomera and the islands of the Chafarinas, or about the delimitation of waters in both the Mediterranean and the Atlantic compared to the Canary Islands. . We also had different positions in the Sahara until Don Pedro Sánchez came to the government.

Rabat meeting was successful but not desired. It has been a success because it has strengthened bilateral relations with the signing of many agreements in a wide range of fields and will undoubtedly benefit the citizens of both countries and I fully believe that if things go well for the Moroccans, the Spaniards will be better off. and vice versa. However, all these agreements are pre-prepared, as in such meetings, which are limited to presenting a stage for opinion, where the excellence of its relationship with the public company is staged.

It has not been the desired success for three reasons:

The first is the price we Spaniards pay to collect the RAN’s equipment. The cost has been a change in President Pedro Sánchez’s stance on the conflict over the Sahara. Rabat demanded, and Madrid agreed to consider Morocco’s offer of autonomy to the Sahara as “the most serious, realistic and credible” to resolve the conflict. It doesn’t sound more serious to me than the others (referendum, agreement between the parties), it doesn’t seem more convincing until the other side (Polisario Front) agrees, but I agree that this is the most realistic and it should have been. If he had been asked to support it, the government would have tried to persuade Polisarios of his benefits. This is a very high price because it alienates us from international legality and makes us enemies with Algeria, in the middle of a struggle for hegemony in the Maghreb between our two North African neighbors. It seems to me a mistake to abandon the protection that the UN umbrella offers us.

Second, this change in position leaves the government with only the support of the PSOE. Neither his partners in the governing coalition nor any party in the Spanish parliament, from Vox to Bildu, supported him. That’s why only socialist ministers went to Rabat. This weakens the government and Spain because foreign policy must be based on compromise. To date, the reasons put forward by the government for changing its stance have not convinced anyone.

Third reason, after eight years of waiting Since it is known that he spent long periods abroad, King VI. And now he was on vacation in Gabon and did not see fit to return. The problem is that in Morocco a prime minister has less power than we do, because Article 31 of the Constitution devotes foreign policy, defense, security and religious affairs to the king. If the King had been in Morocco, of course he wouldn’t have attended the meetings, but he would have had President Sánchez in the audience, and that little committee meeting would have been the most interesting part of the RAN because that’s where the real issues are. important. I know this because I’ve been to a lot of RANs and some of them were sometimes very intimate, sometimes very tense but also attended that super restricted meeting where you could really feel the pulse of the relationship. The rest is pure theatre.
