The Council of Ministers has authorized a procurement process directed at the Ministry of Transport, Mobility and Urban Agenda through an Adifa contract. The objective is to establish a framework agreement for a broad range of digital transformation services, with a total value of €21.8 million and a 24 month execution window that can be extended for an additional 24 months. This arrangement is designed to provide a stable, scalable source of digital capabilities to support ongoing modernization.

ADIF remains a central driver of the 2030 Strategic Plan, emphasizing agility, automated workflows, data analysis and interpretation, organizational readiness, customer engagement, and a pervasive digital culture viewed through a global lens. The aim is to equip the agency with the resources and capabilities necessary to move decisively toward a fully digital society.

Through the framework agreement, the government contends that ADIF will have ready access to the essential services needed for comprehensive digital integration. This is organized around four distinct lots that correspond to specific areas of the structure created to guide the digital transformation process across the organization.

Lot 1 covers consultancy services focused on preparing tailored digital transformation plans for each business area within the broader ADIF Digital Transformation program. The intent is to provide strategic roadmaps that align with the agency’s overall modernization goals and sector-specific needs.

Lot 2 provides support for the ADIF Digital Transformation Offices. Its mandate is to oversee and monitor the relevant transformation plans and to deliver complementary services that strengthen governance, measurement, and accountability throughout the implementation phase.

Lot 3 includes services for the ADIF Global Transformation Office. The objective is to establish, launch, and operate the elements related to the governance and management of the transformation program from both strategic and administrative perspectives, ensuring coherence across initiatives and timely decision making.

Finally, Lot 4 covers the implementation of technological solutions tied to initiatives emerging from the digital transformation plans. These solutions are included in the framework due to their nature, scale, and potential organizational impact, ensuring that practical, enterprise-grade technology deployments are available to drive concrete progress.

Cited sources indicate that the framework is designed to deliver a cohesive suite of capabilities, spanning strategic planning, governance, and hands-on deployment. The arrangement supports ongoing modernization while maintaining flexibility to adapt to evolving digital priorities within transport and mobility domains. The combined approach aims to accelerate the organization’s path to digital maturity, with emphasis on data-driven decision making, efficient operations, and enhanced service delivery.
