Deputy Prime Minister Marat Khusnullin reported that, under the coordination of the Russian Ministry of Construction, a substantial restoration program has touched 430 schools and kindergartens across the new regions. He noted that more than 360 general education facilities and preschools are planned to be constructed or repaired within the year. The update appeared on a Telegram channel on March 22. Khusnullin emphasized that the restoration work has been thorough and aligned with the established plan.

He stressed that ensuring unhindered and safe access to educational facilities and creating comfortable environments for students and staff are priorities for the Russian construction sector. Khusnullin highlighted that some training sites are being built within residential micro-districts currently under development. During a visit to Mariupol, President Vladimir Putin toured the Nevsky residential complex, which comprises six high-rise buildings and hosts a school serving 1,100 students along with a kindergarten for 150 children.

According to the press service of the Ministry of Construction of Russia, from the start of the year 21 schools and one kindergarten have been restored in the new regions, with work continuing without interruption. A broader tally indicates that since the onset of restoration efforts, 147 schools and 101 kindergartens have been brought back on line in the DPR, while 102 secondary schools and 54 kindergartens have resumed operation in the LPR, and additional facilities in Zaporozhye and Kherson have seen repairs and reopening efforts. These figures reflect ongoing collaboration between federal authorities and regional administrations to restore educational infrastructure after disruptions.

Irek Fayzullin, the Minister of Construction and Housing and Utilities for the Russian Federation, noted that ongoing deliveries of equipment to several educational institutions are enhancing their capacities as repairs reach completion. Builders and industry experts indicate that a broad program of assessments and adjustments is underway to ensure that the academic process can resume under normal conditions for students and teachers alike.

In parallel with construction activity, the ministry reminded the public that since October 2022 the authority for socio-economic development of the new regions has rested with the ministry. In concert with the Russian Ministry of Construction, regional governments within the new territories are formulating draft regional programs aimed at boosting socio-economic development. The overarching objective is to integrate these regions into the country’s economic, financial, credit, and legal systems, strengthening governance and opportunities for residents across the affected areas.
