Digital Transformation of Bank Data for Generalitat
The Finance Ministry has moved to cut paper use and speed up procedures by enabling electronic processing, modification, and cancellation of bank data registrations. The General Directorate of Information and Communication Technologies, or DGTİC, rolled out a telematics workflow designed to ease financial dealings for both individuals and organizations linked to the Valencian Administration. This shift aims to simplify interactions and lower costs across the board, aligning with modern digital governance practices.
Arcadi Spain, the minister of Finance, explained that the objective is to streamline everyday life for citizens and all entities financially connected to the Generalitat, including third parties that receive payments. The new system means bank details are captured by the entrant, removing the need to verify ownership through separate banking documents. This change reduces travel, speeds up the process, and eliminates the paper forms that previously required later authorization from the Generalitat’s General Intervention. This is a practical step toward a more coherent, paperless administration.
José Manuel García Duarte, director general of ICT, noted that the relationship with third parties is greatly simplified by relying on a digital certificate. With this credential, any individual or company can complete the telematics process from home or the office, whether pursuing grants or scholarships. The data collected through this channel will serve the entire ongoing relationship with the Valencian Administration and be accessible through the citizens folder, ensuring streamlined, continuous use.

Bank information registered under the new procedure is limited to encrypted accounts and must list Spain as the country of origin via an IBAN. When the data do not meet these criteria, the traditional, non-automatic path must be followed.
In addition, certain uses of the electronic process will be mandatory for legal entities, unincorporated entities, professionals, representatives of obliged persons or bodies, and staff operating within Generalitat’s accounting framework. Such requirements reflect an ongoing move to standardize digital interactions and ensure secure, auditable data handling across the administration.
The Generalitat confirms that individuals and organizations can choose between automatic or non-automatic channels for communicating registrations, modifications, and revocations of data. The chosen channel can be switched at any time by the authorized person, who must verify their identity and provide explicit consent for the change.

The remaining allocations from the Reativa Plan can be deployed when appropriate within the national framework. This funding supports digital modernization efforts, ensuring that the Generalitat continues to advance its electronic services and maintain efficient, accountable administration for residents and partners across the Valencian community.

The shift toward a fully digital ecosystem reduces the need for physical visits and paper records, while preserving robust security, traceability, and user control over personal data.
