The Ministry of Ecological Transition and Demographic Control (MITECO) has opened a first-aid call for biogas installation projects, whose regulatory bases can be consulted here. Equipped with EUR 150 million from the Recovery, Transformation and Resilience Plan (PRTR) for the execution of funds. Next Generation EU and goes to their performances Energy use of organic wastes improving circular economy.

The call will remain open from September 12 to October 14, 2022, and the Institute for Energy Diversification and Conservation (IDAE) will be responsible for administering these grants, which will be awarded on a competitive and competitive basis. will be applied as a subsidy to be received by the beneficiarydefinitively, once the execution of the project has been verified and the eligible costs incurred have been accredited.

Individual projects of biogas plants across national territories that contribute to the decarbonisation of different sectors of the economy and allow for increased environmental protection and achievement of the targets set in the National Integrated Energy Plan and Climate (PNIEC) 2021-, as reported by the Ministry. 2030 and the Long-Term Energy Strategy 2050. Thus, Projects will need to design one or more of the following actions:

– Biogas production plants by anaerobic digestion.

– Plants for heat generation, electricity generation, cogeneration or biomethane production.

– Digestive treatment plants for agricultural use.

Evaluation criteria and scope of assistance

According to the specified requirements, projects must be completed before 31 October 2025 and they will have to respect the principle of not causing significant harm to the environment. In addition, the following evaluation criteria will be taken into account in the evaluation of applications:

– Economic criteria: The reduction in the amount of aid requested will be evaluated.

– Technological criterion: will score points according to typologies and application types.

– Externalities: Social and gender impact as well as positive impact on the Just Transition and Demographic Challenge areas, renewable energy communities, government agencies or SMEs, among others.

“Given the encouraging nature of the aid, only projects that have not been started before the application will be accepted. Moreover, Aid intensity can be increased by 20 percent in aid given to small businesses. and 10 percentage points for medium-sized companies. Likewise, when the action takes place in the Demographic Difficulty and/or Just Transition areas, it can increase by 5 points”, the Ministry explains in a note.

Benefits of Biogas

Renewably sourced gases part of solution to achieve climate neutrality by 2050 and contribute to the achievement of the proposed emission reduction and renewable energy penetration targets for Spain in 2030, included in the Integrated National Energy and Climate Plan (PNIEC) for 2021-2030. In areas such as transport, biogas will help Spain meet the PNIEC target of 28% renewable energy in the sector.

Same way, biomethane produced from biogas can gradually replace fossil-based natural gas, It will reduce our country’s energy dependence and increase energy supply security, especially in applications with high energy consumption or difficult to electrify, such as heavy transportation or industries where thermal energy use is intense.

In parallel, the expansion of biogas has numerous economic and social benefits. Allows to promote circular economy and creating synergies with local industries, thereby contributing to the economic development of rural areas and achieving the goals set in the Spanish Government’s cross-cutting policies such as Demographic Struggle and the Just Energy Transition and inclusiveness.

Abundance of industrial-type livestock farms in Spain Make these systems an opportunity to dispose of such waste, which has become a high-value raw material, to generate energy based on organic waste.
