The senator announced that he had made a corresponding appeal to the head of Roskomnadzor, Andrei Lipov. According to him, this will help combat phone and bank fraud using “gray” SIM cards.

In addition, the senator proposed banning mobile operators from delegating the authority to identify subscribers to commercial companies and giving agencies direct access to the cellular operator’s billing system. According to Sheikin, such factors create a high risk of incorrect information about subscribers being entered into the relevant technical systems.
