According to the case file, two mounted police officers from Mannheim mistreated animals from 2019 to 2021. One of the officers admitted that he hit his horse three times with a snaffle to prevent it from standing on its hind legs. Two men beat the horses with a bag containing feed boxes and pepper paste.

Mounted police said they want to condition the horses and prepare them for stressful situations, such as dealing with fans at football games or shows. However, the prosecution found that these actions were a violation of the Animal Welfare Act. As a result, the police officers who worked in the Mannheim fleet for many years were taken to court and found guilty of cruelty to horses.
