Closed roads connect Yuzhno-Sakhalinsk and the settlements of seven urban districts of Sakhalin. According to the Regional Ministry of Transport, passenger traffic between Yuzhno-Sakhalinsk and other cities was disrupted due to adverse weather conditions and poor visibility on the Yuzhno-Sakhalinsk-Okha highway. In addition, traffic of all types of transport on the Troitskoye – Novotroitskoye highway in the south of Sakhalin was limited from 12:10 due to lack of visibility on this section of the route.
