The government this Tuesday approved a significant reform of unemployment benefits. These benefits, which are premium-free aid, are aimed at unemployed people in our country who have already exhausted their contributions. Approximately 900,000 people currently benefit from this assistance.
This agreement was signed with Yolanda Díaz, vice president and Minister of Labor and Social Economy. First Vice President and Minister of Economic Affairs and Digital Transformation Nadia Calviño. At the press conference held after the Council of Ministers, Díaz emphasized the Government’s commitment to expanding workers’ rights and described the government as a government committed to practical and useful policies.
The main changes agreed include an increase in subsidy aid. Previous monthly subsidy payment It was 480 euros, but has now been converted to a tiered system that starts at 570 Euros and gradually decreases until it returns to the original 480 Euros. Coverage will also be expanded to cover approximately 400,000 new potential beneficiaries. This mainly includes temporary agricultural workers and people under 45 years of age.
Another important change announced this Tuesday is that the new subsidy allows the unemployed to combine benefit collection with salary for a maximum of six months.
To ensure the correct implementation of this reform, the Government has introduced tighter control mechanisms supported by the Ministry of Economy. They will be established quarterly checks To verify that beneficiaries continue to meet the requirements, they will be required to submit an annual income statement, similar to that done for the Minimum Vital Income (IMV).
New unemployment benefit
The reform is therefore based on changing three fundamental aspects: the scope of coverage, its amount and duration, and suitability for employment. Reform Access will be provided to approximately 400,000 peopleThis includes 250,000 agricultural workers in regions outside Andalusia and Extremadura who currently do not have access to agricultural subsidies. Also considered Inclusion of 150,000 people under 45 years of ageThose who could not benefit from this aid before due to their age. On the other hand, some derivations are suggested. 120,000 people within the scope of Minimum Subsistence Income (IMV), Adjusting formal requirements to include this group.
On the basis of amount, the middle point has been reached between the recommendations of the Ministries of Labor and Economy, and the sections where the amount and support will be collected are as follows:
- From 0 to 6 months: 570 Euro or 95% of IPREM
- From 6 to 12 months: 540 Euro or 90% of IPREM
- From 12 months: 480 Euro or 80% of IPREM
Work and collect the subsidy
This reform also envisages the possibility of aligning the subsidy with employment for six months, thus facilitating the reintegration of beneficiaries into the labor market. Initially, Yolanda Díaz suggested that the subsidy and 100% initial salary could be combined for the first 45 days of the employment contract, but in the end a six-month compliance was agreed upon.
Subsidy for people over 52 in 2024
Another of the main doubts about changing such benefits was knowing what these benefits would be. HE Subsidy received by people over 52 who is unemployed.
These unemployed people are included in the Multiple Impact Public Income Indicator (IPREM), 600 euros per month this year. So the amount of this subsidy It is equal to 80% of IPREM, i.e. 480 euros per month. Following the announcement of the reform of subsidies for the unemployed, the Government confirmed via the La Moncloa website: There will be no increase in the amount of this aid.. So this is bad news for those who expected that the aid would also increase the percentage in IPREM. They will continue to receive a monthly fee of 480 euros.
