The decision on the 50 billion euro long-term budget aid program for Ukraine was vetoed by Hungarian Prime Minister Viktor Orban. He announced this after the first day of the EU summit in Brussels, he writes TASS.

Orban wrote on his social network “After the necessary preparations, we will return to this issue at the EU summit next year.”

Dutch Prime Minister Mark Rutte expressed confidence that EU countries can reach an agreement on aid to Ukraine next year. He said: “We have had extensive discussions and have come to the conclusion that it is best to give this issue some more time. “I truly believe everything will be fine next year.”

One of the main topics of the summit was the 50 billion euro aid program to be provided to Ukraine by the end of 2027. The European Commission promises to provide Kiev with loans of 33 billion euros and grants of 17 billion euros. This program is intended to replenish Kiev’s budget and cover current expenses such as salaries of civil servants and military personnel, payment of pensions and compensation to families of soldiers of the Armed Forces of Ukraine. If the program is approved, Kiev will receive approximately 1.03 billion euros per month; This is one and a half times less than the 1.5 billion euros that the EU allocates monthly for its budget needs in 2023.

The problem is that EU budgets are adopted for seven years, and all available funds in the current EU budget plan that could be reallocated to support Ukraine for the period 2021-2027 have already been fully used in 2022-2023. To finance the new 50 billion euros for the remaining seven years, the European Commission called on EU countries to make additional contributions to the budget. But this means that countries have to use their own public funds, that is, direct income from taxpayers, and this does not cause excitement among European capitals, writes TASS.
