The document recommends choosing buildings that people use regularly, such as residences, offices and shopping malls. When adapting such facilities, their use for economic needs or public service in peacetime should be taken into account. Main building structures must be fireproof.
The standard also includes requirements for engineering life support systems in shelters, such as ventilation, water supply, sewage and electricity supply. It also determines the required area per protected person depending on the characteristics of the population. The recommended length of stay for people in buried chambers is up to 12 hours.
The location of buried shelters should eliminate the possibility of flooding from storms, floods and groundwater, as well as liquids from destroyed tanks and pipelines.
Preparation of shelters will be carried out by the executive authorities of the constituent entities of the Russian Federation and municipalities.
The new standard offers new approaches to protecting the public not employed by civil defense organizations. It also takes into account changes in approaches to evacuation of the population to ensure the safety of people remaining in places of permanent residence. The use of such a standard will increase the level of protection of the population from the ruins of building structures.
