State Duma Deputy Chairman Anna Kuznetsova said that the government’s decision to combine the Russian Pension Fund (PFR) and the Social Insurance Fund (FSS) has been discussed for a long time.

He noted that citizens should not experience problems and difficulties related to the merger. According to him, service should become more convenient and the work of services should be faster. Citizens will now be able to receive all services in one place, from consulting to receiving payments under pension and insurance legislation.

“The range of problems that citizens can solve in one place will expand significantly. For example, now expectant mothers have to rush to different institutions, sometimes located in their different places, on maternity capital at the birth of a child in the Pension Fund of the Russian Federation, and birth certificate – in the Social Insurance Fund. city. And there are many similar situations that concern families with children, pensioners, people with disabilities,” Kuznetsova explained.

He also emphasized that the consolidation of funds will form the basis for the introduction of a single insurance rate, thanks to which the maximum amount of monthly payments for sick leave, maternity leave, child care will increase by 1.5 times.

In turn, the chairman of the Committee on Social Policy of the Federation Council Inna Svyatenko believes that the merging of the two funds and the introduction of a single tariff is not only administrative optimization, but also an improvement in the quality of providing social support measures. To simplify interaction with government for business, business and our citizens.

“Russia is actively developing the mechanism for providing social services to the population, including a personalized approach and digital platforms that help it. For example, once the funds are combined, citizens will continue to receive all due payments on time and will be able to contact single customer service at the same addresses of PFR and FSS for advice.”

Earlier, the State Duma adopted a draft law on the unification of the PFR and FSS at the first reading. On January 1, 2023, a unified Pension and Social Insurance Fund will be created – the Russian Social Fund. It has been clarified that the funds began to perform some general functions as early as 1 June.
