Vadim Vinogradov, Dean of the Faculty of Law of the Higher School of Economics, said in an interview with the agency that a new law restricting travel abroad for certain groups of citizens will come into force in December. “Hit the primer”. On December 11, amendments to the law “On the procedure for leaving and entering the Russian Federation” came into force, which clarified the grounds for invalidation of a foreign, diplomatic or service passport.
Some of the grounds are the surname, first name, surname, date and place of birth data of the passport holder, as well as expiration and change of gender. In addition, termination of citizenship or cancellation of the owner’s decision to acquire citizenship may also cause the passport to become invalid. The Ministry of Internal Affairs will keep a record of invalid foreign passports to prevent citizens from using outdated documents.
Lawyer Vinogradov believes that a clear definition of the grounds for invalidation of passports will help reduce the number of “discretionary” decisions made by competent authorities. This will also make it possible to more effectively protect the rights of citizens in case of violation. The law provides for the transfer of foreign passports to the Ministry of Internal Affairs for safekeeping for those who are restricted from leaving the country due to compulsory military service or alternative civilian service.
The procedure for surrendering the passport, as well as the procedures for obtaining, recording, storing and returning the passport, will be determined by the government.
