The State Duma adopted in the first reading a bill on a mechanism that will allow citizens to self-prohibit from issuing consumer loans. This was reported by TASS.
The document implies that citizens can establish a ban on loans by banks and microfinance organizations in their credit history. However, the ban will not apply to vehicle or mortgage-backed loans.
Adjusting or removing a ban can be done free of charge using the State Services portal or by contacting the MFC. A prerequisite for the full implementation of the mechanism is the use of SNILS.
If approved, the law will enter into force on July 1, 2024.
A bill on the right of Russian citizens to self-prohibit the issuance of loans was submitted to the State Duma on April 20, 2023 by a group of deputies led by Anatoly Aksakov, chairman of the financial market committee. The lawmaker said the bill’s aim is to “prevent the practice of fraudulently obtaining loans from third parties” through the illegal use of personal data and social engineering methods.
