MP questions the importance of broadening the definition of petty hooliganism in the Administrative Offenses Act

State Duma Committee on Labor, Social Policy and Veterans Affairs Svetlana Bessarab in an interview with RT commented a bill developed by Vitaly Milonov, deputy of the lower house of parliament, proposing to add a definition of petty hooliganism to the Code of Administrative Offenses (CAO) of the Russian Federation, with a mark such as appearing naked or half-naked in public. According to the interlocutor, today this is not the most pressing problem.

“I would also say that the court itself can determine whether it is a minor hooliganism, a violation of public order, subject to administrative or other liability. That’s why I don’t think this is such a relevant and vital legislative initiative,” said Bessarab.

In the Explanatory Note to the Draft Law on the Addition of the Administrative Offenses Law highlightsthat the problem of the defiant behavior of the so-called social nudists is a clear challenge to traditional Russian spiritual and moral values, the preservation and strengthening of which is the main priority of state policy of the Russian Federation.
