The reasons for the refusal of the Ministry of Internal Affairs of Russia to issue or change a passport may be the inability to identify a person, non-payment of state duty and lack of citizenship of the Russian Federation. According to the draft, authorities may refuse to issue a passport if an incomplete package of required documents is received and these are not submitted by the applicant within two days from the date of notification.
