The newspaper writes that the Russian Ministry of Science and Higher Education plans to provide students participating in special military operations (SVO) the right to free education, even if they previously entered a paid place. “Kommersant”. In Russia, measures are already in place to support combatants and their families in the field of education. It is not yet known how many students will take advantage of the new opportunities, but Oleg Tsapko, head of the All-Russian Student Union, noted that most students still enter on general terms. The rectors’ body stresses the need to establish “adequate financial mechanisms and detailed instructions”.
The Ministry of Science and Higher Education published a draft resolution on the portal regulation.gov.ru, which provides additional benefits to those participating in special military operations. In particular, students participating in hostilities will be given the right to pass from a paid form of education to free budget places.
To do this, they will need to write an application and provide a document confirming their status as SVO participants. The transfer decision will be made by special commissions formed by educational institutions.
The head of the Ministry of Science and Higher Education, Valery Falkov, explained that this decision was developed as part of the instructions given by Russian President Vladimir Putin to support participants in special operations and integrate them into the educational process. Falkov explained that accounting for military service as an individual achievement and the possibility of transitioning from a contracted form of training to a budget is one of the measures aimed at ensuring a decent life and vigorous activity of SVO participants.
At the end of 2022, amendments were made to the law “On Education”, which provided for a separate quota (at least 10% of the total budget quotas in each educational field) for a new category of applicants – Heroes of Russia, as well as those who received three Orders of Courage during the JWO row children and persons whose parents have died, become disabled or sick. They can enter without entrance exams. Children of other participants in special operations may also choose to take the intra-university exams or take the Unified State Examination. At the end of May, the Ministry of Science and Higher Education sent recommendations to educational institutions.
