Artem Tkachev, First Deputy Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, said that the garbage stream bill is “highly” ready. At the same time, it is proposed to impose fines not only on those who administer and regulate the streams, but also on those who pay for it. “I think it is necessary to introduce a division of responsibility for the audience. Traditionally, if a person makes a supposedly motivated donation, that is, pays the publisher for a certain action – to hit the victim or otherwise influence him, then there should definitely be a penalty for this. If he only pays for the support of the channel, it will be problematic to detect corpus delicti here, ”said the deputy.
But calculating donors will now be difficult, according to Tkachev, because most services hosting the garbage streams are foreigners and their equipment is located outside of Russia.
