The State Duma adopted amendments to the law “On the Procedure for Leaving and Entering the Russian Federation” in the last third reading. According to the changes, conscripted Russians will have to surrender their passports. The document was published in the Duma basis.
According to the adopted bill, if a Russian citizen’s exit from the country is restricted “on the grounds provided for in paragraphs 2 and 7 of article 15” of the law on exit procedure, his passport is “subject to retention”. <…> to the state body that issued the passport.
The passport must be delivered within five working days from the date of notification of the travel restriction to the citizen. The passport will be kept in the government office “until the expiration of the temporary restriction or expiration of validity”.
In accordance with paragraph 2 of article 15 of the law, the right of a citizen who has been called up for military service or sent to alternative civilian service to leave Russia may be temporarily restricted. The restriction is valid until the end of the service.
Subparagraph 7 of Article 15 imposes a restriction on those working in the federal security agencies, for which travel is limited until the end of the employment contract.
Changes adopted by the State Duma expand Grounds for declaring the passport invalid.
Once passed in the lower house of Parliament, the bill must be passed by the Federation Council and signed by the President of Russia. If the initiative passes all phases, it will enter into force one hundred and eighty days after its official publication.
