The project amends the law “On responsible treatment of animals and amendments to certain legal acts of the Russian Federation”. Its authors were 16 State Duma deputies from the groups United Russia, A Just Russia – For Truth, New People and the Liberal Democratic Party.

Alexander Spiridonov, former State Duma deputy from United Russia presented fines for pet owners for self-walking their pets. It is proposed to amend the law “on the responsible treatment of animals”. Among other things, Spiridonov wants to compel all breeders to obtain a special license to work. According to the newspaper, changes in the form of the bill may come to the agenda in early May.
