Bastrykin suggested incorporating “meaningful ideas” of state ideology into the Constitution

Alexander Bastrykin, chairman of the Investigative Committee of Russia (IC), said that “meaningful ideas” of state ideology should be included in the Constitution of the Russian Federation. “As a result of our discussions, we insist that it is necessary, as soon as possible, to include certain concrete ideas of state ideology in the Constitution of the Russian Federation,” said Bastrykin.

Former Minister of Justice of the Russian Federation Konstantin Chuichenko presented “Solve the problem” with the article of the Constitution that there is no compulsory state ideology in Russia.

He recalled that Part 2 of Article 13 of the Constitution replaces Article 6 of the USSR Constitution, which states that the Communist Party of the USSR is the core of the country’s political system. According to Chuichenko, this partly explains the emergence of the ban on ideology in the Russian Basic Law.

He noted that no other country in the world has such provisions in their constitutions, and that at one time only Russia took on these “increased obligations” “on the advice of so-called partners”.

According to article 13 of the Constitution, ideological and political diversity is recognized in the Russian Federation and “no ideology can be established as a state or compulsory ideology.”
