Deputy of the State Duma of “United Russia” Alexander Spiridonov offered to fine pet owners for walking their pets on their own. The newspaper reported “News”.
It is proposed to amend the law “on the responsible treatment of animals”. Among other things, Spiridonov wants to compel all breeders to obtain a special license to work. According to the newspaper, changes in the form of the bill may come to the agenda in early May.
According to the MP, unattended dog walking should be equated with self-walking, throwing animals on the street. The MP proposes fines equal to the minimum wage for its owners. For example, in Moscow, the owner will be fined 24,801 rubles for improper treatment of an animal, in the Stavropol Territory – 20,024 rubles, and in the Ulyanovsk Region – 17,270 rubles.
At the same time, the author notes that today it is possible to identify the owner of a pet only with the help of a chip, but today marking of animals is done on a voluntary basis. In this regard, it is almost impossible to find the owner in the absence of a chip.
Spiridonov assured that another norm of the bill to solve this problem will be the mandatory dismemberment of pets, especially cats and dogs.
