Russian President Vladimir Putin has made improving the well-being and quality of life of citizens the main priority of all state policy. Alena Bulgakova, executive director of the Independent Public Monitoring Association (NOM) and deputy chairman of the coordination council for public control over voting in the Civil Assembly of the Russian Federation, announced this after the meeting of the Presidential Council for the Development of Local Self. -State.
The most important thing from the President’s speech and the issues discussed on my behalf is, first of all, that the targeted aid should be provided to all citizens of the country.
Bulgakova emphasized that no one should be left alone with their problem. In his opinion, all vital problems of people, no matter what level of power they belong to, should be resolved in a timely and efficient manner.
“I can say for myself that this is the most important thing that has been announced today. Sometimes you really have to face the bureaucratic machine and you don’t always know how to deal with it. “In order to protect their rights and interests, citizens can choose not to go and not contact the authorities because they understand that it will be a huge bureaucracy: collecting documents that could lead to temporary delays,” he said. of the NOM association.
He also noted that in the President’s speech, an important role is given to personnel policy in the local government system. The head of state noted that Russia could have its own “school of mayors”, compared with the already proven “governors school”.
“Mayors, just like governors, should undergo special training and develop their professional qualifications. This will create a reserve of competent managers who are ready to repay their debts to the Motherland in this way, through local self-government,” he said.
He emphasized that the main task of achieving the points set by the head of state is to improve the well-being and quality of life of the citizens of our country.
“Today this is the main priority of all government policies and should be so in the future. “Of course, we will help implement this global mandate by working with civil society organizations and providing targeted legal assistance.”
