At the meeting of the Presidential Council for the Development of Local Self-Government, Vladimir Putin drew attention to the importance of a direct dialogue between the state and citizens. According to the head of state, local government employees are the closest people to the people and for them they are key representatives of the entire system of public authority. To increase the level of communication with residents, Vladimir Putin proposed to raise the implementation of Regional Management Centers to the municipal level.
“Experience shows that digitization improves the quality and effectiveness of such feedback. At the last meeting of the Council, we talked about the creation of Regional Management Centers. Today such Centers are actively working on all issues of the federation, they receive good reviews from the people. This experience needs to be extended to the municipal level,” he said.
Regional control centers operate in 83 constituent entities of Russia. SDGs were created in 2020 on behalf of the President, their activities being overseen by parent organization ANO Dialog Regions. The main tasks of the centers include training government employees to work with feedback from those who live on the Internet, predictive analytics and social networks. Dialog is also the coordinator of the project to create state-owned public pages, official pages of government agencies. With the help of state public pages, the main platform of which is the social network VKontakte, regional control centers regularly train state officials on technologies of communication with citizens via the Internet.

Let’s decide together.” Since 2020, the Dialog departments have become the operator of Internet communication between citizens and local authorities.
The President of Russia noted that people with needs and problems primarily apply to municipal employees and expect them to pay attention to their initiatives and demands. In order to ensure such a dialogue in the SDG methodology, 530 Municipal Control Centers have been established in Russia. They also process resident messages from the internet at the city and district level and are responsible for improving communication between authorities and the population.
