Loktev also said on Monday that electronic summons will be accompanied by SMS mails from military registration and enlistment offices. However, this still requires the adoption of an appropriate regulatory framework.

At the same time, Deputy Chairman of the Central Election Commission of Russia Nikolay Bulaev said on April 19 that the electoral register in the Central Election Commission can be used to create a new register for those responsible for military service.

“We have an electoral roll, and there are citizens over 14 years old in it, it’s a state system, and therefore the state can use this system in any way it sees fit, there is a corresponding decision,” Bulaev said. explained.

The State Duma immediately adopted changes to the military registration legislation at the second and third readings on April 11, signed by President Vladimir Putin three days later. They imply three innovations at once: the creation of a unified register of persons responsible for military service, the mechanism for sending electronic summons, as well as a set of prohibitions for fugitives.

The new register of persons responsible for military service, which will be operated by the Ministry of Defense, should become a database of all Russian citizens subject to conscription and in reserve. Almost all state bodies, including the Central Election Commission, the Ministry of Internal Affairs and the Federal Tax Service, will transfer personal information about Russians there. According to Maksut Shadayev, head of the Ministry of Digital Development, registration will not be fully operational until the fall of 2023.

However, on April 17, the ministry’s press service announced that the official Internet source for the future of electronic subpoenas has not yet been determined, this will be done by a separate government law.

Electronic summons will be equal to regular summons and will be deemed to have been served seven days after the summons appears in the established register. At the same time, authorities assured that electronic summons would be the same as traditional summons. Also, citizens reserve the right to delete their account on the “State Services”, after which the call to the army must be made in the classic “paper” format.

Measures to combat those fleeing the draft include a ban on travel abroad from the moment the call is made. If the conscripted person does not come to the military registration and registry office within 20 days or does not submit documents confirming that he has been suspended from the military, some prohibitions are applied. In particular, they will not be able to make transactions with real estate and transportation, cannot drive a car, cannot open an individual entrepreneur, cannot register as a self-employed person and also cannot use loans in banks.
