Residents of the area where the boy died complained to local journalists that herds of stray animals were constantly noticed there. And this isn’t the first time dogs have attacked humans. They gather in flocks of up to 20 individuals.

“No matter how much they write or how much they search, it doesn’t make any sense. They come to catch from 6-10 people, as they say on the phone. One of the local residents said that an aggressive pet shepherd was constantly running around the area and collecting a lot of other dogs.

First Deputy Chairman of the State Duma Ecology Committee Vladimir Burmatov said in an interview with socialbites.ca that, according to Russian law, the release of aggressive stray animals from the shelter after capture is prohibited. He also recalled that a year ago, against the background of several similar cases, the federal center delegated additional powers to regions to combat dog attacks on humans.

“Districts have the right to prohibit self-walking so that owner animals do not breed, because their offspring fill an army of stray animals. Adopt regional laws to protect the life and health of citizens from stray animals,” Burmatov explained.

He believes that if measures were not taken to catch and place the dogs in the shelter, the targeted expenditure of the budget funds allocated for this should be controlled.

“Maybe money was stolen, as in Astrakhan, where there is also a tragic story. Then it turned out that they stole the 28 million rubles allocated for it, ”the deputy added. According to Burmatov, authorities often consider fighting stray dogs a secondary task, but it has the same function as road repair.

In early April, Burmatov’s colleague in the State Duma, Deputy Sardana Avksentyeva, launched a vote on social networks, where she invited Russians to choose what to do with stray dogs. 54% of respondents voted to give people the right to decide for themselves how they deal with stray animals. The current practice (capture, inoculation, sterilization and release) was only supported by 19%.
