The expert explained that the adult population of Russia is about 83.2 million people. Of these, about 23.5 million people smoke and about 4 million people prefer electronic nicotine delivery systems (ENDS). Although the number of people ready to consume nicotine in any form without being tied to a particular device is increasing.
Fedotov added that if ENDS were banned outright, the illegal market could grow significantly.
