Igor Ashmanov, member of the Presidential Council for the Advancement of Civil Society and Human Rights, believes that Russians’ personal data should be stored by ten to twenty authorized bodies, RAPSI reported.
“In my opinion, instead of tens of thousands of personal data operators in our country, there should be 10-20 large authorized organizations with much higher requirements for the protection of personal data, everyone else just wants to publish. Ashmanov said a discount card needs to receive non-personal data or access them for user verification.
Valery Fadeev, head of the Human Rights Council, agrees.
“As far as I understand now, nearly 50 thousand companies, especially organizations and private companies, store and collect personal data. We are talking about forming a circle of responsible data controllers, the 20 large companies where this data will be stored. The number of leaks will drop sharply,” Fadeev said.
Ashmanov noted that some organizations (large banks, air and rail companies) need to collect data.
He added that in April it is planned to submit to the State Duma a law on the introduction of criminal liability for the illegal circulation of personal data.
