Valencia Employment and Education Service Labora presented today the first plan to implement mainstreaming in active employment policies. This program is the result of a cooperation agreement between the University of Castellón Jaume I and the Isonomia Foundation.
the plan presented at Castellón de la Plana by Santiago García, UJI professor and general secretary of the Isonomia Foundation; and aims to eliminate the gender gap that continues to affect women in the Community, as explained by the regional Minister of Employment, Enric Nomdedéu, by Alejandra Fantacci, one of the experts collaborating in its implementation.
In this sense, Nomdedéu announced that the Generalitat will launch the Avalem Dones Plan. a program that includes subsidies and assistance for orientation, training and employment promotion It was born with the aim of promoting the employability of Valencian women.
The project, presented this Tuesday, had a diagnostic phase where, as Nomdedéu explains, “the fact that women in the Valencian Community are working demonstrates the reproduction of gender stereotypes, which in turn leads to a series of barriers and discrimination in society’s relationships with their male peers”.
Thus, in detail, we find a gender gap in activity, employment and unemploymentindicates that women are less likely to participate in the labor market, with less employment but a higher unemployment rate than men. Regarding the type of work, women are concentrated in sectors such as services and certain areas such as public administration, education, health or paid housework. This is stagnation in positions of responsibility.
As has been repeatedly confirmed in all statistical series published on this subject, Unemployment particularly affects women.; As evidenced by data from the report by Fundación Isonomia para Labora, the employment rate for women is 11.1 percentage points lower than for men.
Looking at the distribution of female unemployment, It is higher in the 25-34 age group.. In this context, it is pointed out that assuming maternity or family obligations continues to be the key element in explaining the reasons why this gap in employment continues.
Likewise, although the education level of women registered as job seekers is higher than men (9.2% vs. 13% university students), It is more difficult for them to find a job after being unemployed.more than half of them are long-term unemployed (63.7%, 54.7% for men). In addition, the proportion of women who do not receive any help because they are unemployed is 7.2 points higher than men.
In this context, this Labora plan was born with the aim of setting specific goals. to implement gender policies in all fields of activityto support “breaking that gap” from the organization.
Therefore, one of the goals outlined in the plan is to increase women’s labor force participation by reducing the activity gap through measures such as: Increase in the number of women served by Labora; participation in different programs of those who have left the labor market and are inactive; or a 5% increase in the number of women receiving job guidance.
The plan proposes the preparation of a comprehensive program called Avalem Dones to reduce discrimination against women in employment and grouping all programs currently being implemented for this group with the newly proposed ones.
As a result, the regional Employment Secretary, in order to achieve effective crossover, “Employment policies include specific measures to address gender inequalities in the labor market.such as wage gap, occupational discrimination, employment discrimination, sexual harassment and gender-based violence in the workplace”.
As she explains, it’s about “incorporating gender mainstreaming as a guiding principle of Labora and as part of strategic planning.” She stressed that it is also important to take into account the diversity of women and take specific measures to address the needs and challenges of their different groups, such as migrant women, people with disabilities, young women and the living. in rural areas.
Eva Alcón, rector of Jaume I University, emphasized that “the drafting of this plan represents another step in the success story of the Isonomia Foundation and a qualitative leap forward that we have so demanded from Jaume I University.” : transfer of knowledge to society”. So and according to your words, Bringing the research and knowledge produced on the university campus closer to the social and economic fabric also as a basis for innovation when addressing public policy.
Alcón also noted that this initiative “shows the leadership of UJI and our Isonomia Foundation in the transmission of knowledge on equality, which research groups and the Institute for Feminist Studies and Escribano Institute for Species Cleansing are involved.”
The Gender Mainstreaming Implementation Plan in Active Employment Policies is carried out within the scope of the Actions of the Recovery, Transformation and Resilience Plan financed by the European Union.
