“The government has extended and expanded the program of state guarantees for free medical care until 2025. Prime Minister Mikhail Mishustin is at today’s meeting, providing, among other things, the provision of high technology and special assistance.”
It also announced an expansion of medical rehabilitation opportunities. “Now this will be done at home by providing the necessary medical devices to the patients. “The program includes new areas such as the prevention and treatment of hepatitis C patients and the early diagnosis and treatment of diabetes.”
Changes in 2023
In 2023, the authorities increased the financing of the program under compulsory health insurance by 295 billion rubles, including an increase in the payroll fund of at least 8.5%. The cost of paying for high-tech medical care will increase by about 8 billion rubles, which will make it possible to carry out high-tech interventions to 1.3 million patients.
In addition, for the first time since this year, the volume of medical care has been selected as a separate category for dispensary monitoring of Russians with chronic diseases.
Starting this year, the Federal Fund for Compulsory Health Insurance had to analyze the expenditures of health care organizations in comparison with their expenditure structure in 2022. The fund, which detects deviations, is obliged to immediately send all information to the Ministry of Health.
Payments to doctors
From January 1, doctors with scarce specialties will receive additional payments set by the government. For example, specialists who do complex research in the diagnosis of oncological diseases will also receive a raise. We are talking about scientists without a medical education.
“The amount of such an additional payment to wages will be from 4.5 thousand to 18.5 thousand rubles per month, depending on the specialization of the employee. “Overall, about 1.1 million people across the country will receive it,” he said.
More than 152 billion rubles were allocated for these additional payments in 2023. The largest allowance in the amount of 18.5 thousand rubles will be received by doctors of central district, district and district hospitals.
“We now need to take all necessary measures to ensure that additional accruals are made without delay. Funds must reach every eligible doctor, paramedic or nurse. I draw the attention of regional heads and heads of medical organizations to this, ”Michustin emphasized.
Health workers in the Donetsk and Luhansk People’s Republics, Kherson and Zaporozhye regions will also be able to receive bonuses. Regional branches of the Social Fund, including the Russian Post, are already working on ways to receive registrations of medical workers and options for transferring payments.
As Russian Deputy Prime Minister Tatyana Golikova stated, the first social payments for January will be made in February 2023.
