The leadership of the Ministry of Internal Affairs sent to the regions of the Russian Federation statements on the use of Azhur special equipment – handcuffs-shackles. This was reported by the department representative Irina Volk.

“Disclosures have been posted to exclude the facts of unreasonable use … Use of this particular tool against women, minors and persons suspected and accused of economic crime is prohibited,” he said.

Volk added that departmental regulations “provide a different approach to the use of private vehicles, including depending on the overall degree of danger of persons being escorted.”

This happened the day after Russian President Vladimir Putin met with representatives of the Human Rights Council (HRC). HRC member Eva Merkacheva raised the issue of handcuffing all suspects in court.

“As for someone being interrogated with shackles, especially for economic crimes, I don’t even know how to characterize it. I just promise that this will not be brought to attention, we will ensure that this practice is stopped unconditionally, ”Putin said in response.

The human rights activist added that two more important points were not included in his report, but these were also conveyed to the president.

First, it is a question of non-implementation of court orders in cases concerning children’s place of residence.

“We are full of complaints from families whose children have been stolen. There are not hundreds, not even thousands. In total, there are more than 10,000 unexecuted court decisions on the determination of a child’s place of residence in Russia. These are tragic and often brutal stories. A typical situation: fathers take their children in an unknown direction and hide them from their mothers. In most cases, mothers cannot see their children for years despite a court order. An example: a mother has been separated from her daughter for 10 years, there are 12 court decisions in her favor, ”Merkacheva said in a statement.

Second, a member of the HRC urged law enforcement to deal with the failure to respond to “crimes committed in a discriminatory manner against women” – the practice of female genital mutilation.

“Female genital mutilation is still practiced in some regions of Russia. In the modern medical community (including in scientific studies, medical textbooks), this term is not used, deliberately replacing it with “mutilation of the female genitals” or “mutilation of the female genitals”. That’s why doctors stressed that the procedure involves cutting the penis (and cannot be compared to male circumcision), Eva Merkacheva said.

He added that ten years ago the UN General Assembly passed a resolution to end this barbarism.

“We received a lot of requests from girls who had this procedure done. This is often accompanied by other violations of women’s rights. In such regions, women cannot leave the house without a man, they are beaten, they are forbidden to read after the 7th grade, and they are forced to marry unloved people, including relatives.

He also asked Vladimir Putin to ban the procedure of female genital mutilation at the legislative level and introduce criminal liability for crimes that are remnants of local customs, which were in the years of the USSR.

Merkacheva also appealed to the President of the Russian Federation to hold meetings under the leadership of the Investigative Committee and the Ministry of Internal Affairs of Chechnya, Dagestan and Ingushetia.
