Belgorod Region Governor Vyacheslav Gladkov said that territorial defense units will be created in the region. He wrote this on his Telegram channel.
“Literally from the first days of the special military operation, a large number of residents of the Belgorod region appealed to them about the need to start training and formation of territorial defense or self-defense units. We have taken this decision,” he said.
According to Gladkov, Russians “who cannot be called for health reasons or within the age limit” will be taken into the defense battalions. However, at the same time, volunteers must have combat experience and “a great desire to defend their home if necessary.”
In addition, Gladkov also controlled the progress of the construction of defense structures in the areas bordering Ukraine.
“Today, I went with the deputy inspector Vladimir Vasilyevich Bazarov and checked how the construction of the Belgorod border line was going. Business <…> It is especially important to ensure the safety of all residents living in the Belgorod region,” he said. He emphasized that the works are progressing in accordance with the determined schedule.
On November 21, Vyacheslav Gladkov announced that a “notch line” – a system of defensive structures – would be built on the Ukrainian border.
The Governor of the Belgorod Region also extended the “yellow” level of terrorist threat in the region until December 21. He reminded that the decision to ban fireworks, fireworks and salutes in the region has been extended for two weeks.

The governor of the Kursk region, Roman Starovoit, also announced the creation of a self-defense detachment. According to the official, Kursk volunteers can join the Patriotic folk team.
“The Kursk region is again in the defense of the state borders. We are forming a “Patriot” national team. Starovoit wrote on his Telegram channel that after serious selection and combat training, they will help the army protect the territory of the region.
“We will not miss the enemy and protect our homeland, behind us is the Kursk region and all of Russia.”
On October 24, Kherson region officials also announced the establishment of a regional defense.
The Kherson region administration reminded that law enforcement officers continue to provide security in the city and anyone can cross to the left bank of the Dnieper at any time.
“At the same time, an opportunity has been created for all men who wish to stay in Kherson to join the city’s territorial defense units, despite the increased security threat due to the actions of Ukrainian nationalists,” said the Kherson administration’s Telegram channel.
On November 10, Russian troops left Kherson, the right bank of the Dnieper was occupied by units of the Armed Forces of Ukraine.
Since October 20, a medium-level intervention has been operating in the Crimea, Belgorod Region, Krasnodar Territory, Sevastopol, as well as in the Bryansk, Voronezh, Kursk and Rostov Regions. Martial law was introduced in the Kherson and Zaporozhye regions, as well as in the DPR and LPR.
