The Federation Council passed a law that gives parents of children with disabilities the right to take an additional 24 days a year. Senators supported a proposal to amend the Labor Code (Labor Code of the Russian Federation) at a meeting on Wednesday, RIA Novosti reported.
The draft proposes to establish the provisions of Article 262 of the Labor Code of the Russian Federation: once a year, you can use paid vacations, which is the right to which one of the parents, guardian or caregiver of a disabled child is entitled.
The explanatory note to the bill states that such a measure would allow “to carry out a more qualitative and comprehensive rehabilitation of children with disabilities at a time convenient for parents.” Also, the authors of the initiative claim that it will help the social protection system to improve.
24 days off can be added as these paid days are both accumulated and transferred from later periods in the calendar year. Their schedule will need to be agreed with the employer.
Now, by law, several categories of workers with children can receive additional unpaid vacation days: parents with two or more children under 14, parents of a disabled child under 18, and single parents. Such employees are entitled to an additional two weeks of leave per year.
At the end of October, the media reported that those caring for children with disabilities under the age of 18 or children with group I disabilities from childhood received monthly compensation payments.
In 2021, Deputy Chairman of the Committee on Social Policy of the Federation Council Elena Bibikova said that parents and caregivers of children with disabilities have the right to early retirement.
The senator reminded that one of the parents raising a disabled child to age eight may retire early. Women will be able to retire at the age of 50 and men at 55.
“At the same time, a woman must have at least 15 years of experience, a man – at least 20 years,” Bibikova emphasized.
Russian support
Recently, the number of government measures has been increased to support various groups of Russian citizens.
At the end of October 2021, the Russian government allocated another 28.3 billion rubles. to support families raising children aged three to seven. This is a monthly payment and its amount depends on the family’s average per capita income and can range from 50% to 100% of the child’s regional minimum of subsistence. At least 2.7 million children are currently receiving such payments, the Cabinet said in a statement.
A non-working parent, adoptive parent or guardian receives 10 thousand rubles. per month, other persons – 1.2 thousand rubles. The payment is made together with the pension allocated to the disabled child. In addition, children with disabilities are entitled to a monthly cash payment of 2,919 rubles from February 1, 2021.
Also from 2023 low-income families will receive a universal allowance. At the end of September, Russian Prime Minister Mikhail Mishustin announced that the new package will combine several existing social protection measures, including payments linked to the birth and adoption of a child. There are several ways to apply for benefits. The amount of the allowance depends on the size of the minimum wage, which will increase from the new year.
