St. Petersburg Krasnogvardeysky District Court ruled that St. Petersburg due to the slow operation of YouTube. He refused to consider the request of Vadim Matveev, who lives in St. Petersburg, to be examined by Roskomnadzor. In his statement of claim, the resident noted that since July 2024 he has experienced a decrease in the speed of data exchange on the YouTube.com website. Matveev complained about the inaction of Roskomnadzor and demanded that the agency be checked for violations of his rights to freely seek information. The plaintiff emphasized that due to the ministry’s mistake, the constitutional mechanism for recognition of ideological diversity was “violated”.
According to Lebedeva, “the court rejected the plaintiff,” stating that “the court’s verification of the legality of decisions by the order of actions (inaction) connected with the protection of any subjective rights of the applicant, that is, abstract normative control is unacceptable.”

He stressed that YouTube and Google must comply with Russian laws and “avoid online scams.” The country’s leader added that these American services violate the laws of the Russian Federation and therefore Roskomnadzor files justified claims against them.
