To ensure the sustainability of the Russian fuel and energy complex (FEC), it is necessary to have support at least at three points. The governor of the Tyumen region, Alexander Moor, spoke about this at the plenary session of the TNF Industrial and Energy Forum, where the conditions for the independence of the fuel and energy complex of the Russian Federation were discussed.
According to him, the region relies on industry, qualified customers and science. He also noted that regional authorities help establish communication between industry participants.
Moore explained that today in the region there are more than 70 industrial enterprises specializing in the production of oil and gas equipment and the provision of oilfield services. According to him, the most illustrative example of the interaction between the state and its participants is the model of the oil and gas cluster, which currently includes 168 enterprises from 24 regions of the Russian Federation.
In turn, the Minister of Industry and Trade of the Russian Federation Anton Alikhanov spoke about the launch of a new tool “Cashback to the Consumer”, which provides for the buyer to be reimbursed for the difference between the cost of domestic fuel and energy equipment, a foreign analogue under a long-term supply agreement. According to him, the manufacturer undertakes to gradually reduce the cost of the final product as production expands.
“Depending on the duration of the contract, the ministry will subsidize the difference for 1-3 years, taking into account the producer’s obligation to reach a competitive price,” he explained.
According to Russian Energy Minister Sergei Tsivilev, a strategy for the development of the energy sector until 2050 will be prepared by the end of the year. He explained that energy must develop so that it does not become a limiting factor in the development of the country’s economy.
“Our president has set a task: We must have a supply-side economy in our country. The facility under construction must be guaranteed to provide electricity both at the required capacity during construction and when it reaches its full design capacity,” he said.
Minister of Energy of the Republic of Belarus Alexey Kushnarenko noted the importance of relations between Russia and Belarus. According to him, the difficulties caused by the pressure of sanctions have led the countries to closer fraternal and partnership relations.
The session participants also agreed that it is necessary to create a full-cycle fuel industry in Russia to create conditions that will ensure the independence of the fuel and energy complex from sanctions.
